The Province of Manitoba recently announced new restrictions for how Manitoba businesses can operate during the COVID-19 pandemic.   Along with these new restrictions, the Province added a new relief program and updated some of the terms of some existing relief programs.  See below for more information:

 

Manitoba Bridge Grant:

This is a new grant available that provides eligible businesses with a one-time payment of $5,000.

 

Who can apply? 

Any small to medium- sized business, not-for-profit or charitable organization that was ordered to temporarily cease operations or to close their publicly accessible physical locations by Manitoba COVID-19 public health orders in effect November 12th.  In order to apply, businesses must meet the following criteria:

  • be a permanent, Manitoba-based business or organization physically operating in the Province of Manitoba;
  • have been actively operating or conducting business on November 9, 2020;
  • have a physical storefront
  • operate as a sole proprietorship, partnership, corporation, co-operative, non-share corporation, not-for-profit organization, or registered charity;
  • possess an active and valid Business Number as of November 9, 2020;
  • be in good standing with the Manitoba Companies Office (not required for sole proprietors and registered charities);
  • have been required by Manitoba COVID-19 Prevention Orders in effect as of November 12, 2020 to fully close their premises to the public;
  • have an e-mail address and a valid business bank account with a Canadian financial institution.

 

Who cannot apply?

  • Business and organizations that continue to operate, but were required to limit the number of occupants within their premises as a result of COVID-19 Prevention Orders in effect as of November 12, 2020;
  • Businesses that do not exist for the purpose of carrying on an active business in Manitoba; – passive businesses are not eligible for the Manitoba Bridge Grant;
  • Businesses or organizations that conduct multilevel marketing;
  • Businesses or organizations that were in arrears for taxes owing to Manitoba on March 20, 2020 (i.e., before the first state of emergency), and that have not since rectified the amount in arrears (note: this does not include businesses that have deferred tax remittances incurred between April and September 2020).

 

How much is the grant? 

Businesses that are eligible will receive a one-time $5,000 payment, however the program has the capacity to be extended to January 1, 2021 and would provide an additional $5,000 should the public health orders remain in place.    The grant is considered taxable income.

Manitoba GAP Protection Program: 

This program launched in May and provided businesses that did not qualify for Federal funding with  a $6,000 forgivable loan.  This loan would remain forgivable as long as the business did not receive any Federal COVID relief.

 

What has changed? 

The Province has announced that this program is being converted from a forgivable loan into a grant.   Recipients will no longer have to repay the Province if they received any Federal COVID relief.    This will free Manitoba businesses that received this loan to apply for the wide-range of Federal support programs currently available.

The application date for this program is closed.

 

Back to Work in Manitoba: 

This is a hiring program designed to assist Manitoba businesses in bringing back their employees or taking on new hires.  The program covers 50% of wage costs between July 16 & December 31, 2020 for up to 20 employees.

 

What has changed? 

Businesses that applied for this subsidy before November 9th are eligible to receive an advance payment of $1,500 for every eligible worker hired or re-hired under the program.  An email will be sent out with further details from the Province.
